Do we really care about old historical offences? Should the law simply reject accusations without evidence?

It occupies police (the majority of whom hate these situations) and costs millions in court costs and prison expenses.

Without proof there should not be prosecutions. With proof - absolutely.

The time has come to tighten up the laws. Complain immediately, whilst there is evidence. Or seek psychiatric assistance otherwise.
