It is based on the opinion that, however hapless, no serious terrorist who goes to break into the Commons with evil intent carries only two kitchen knives.

I reckon, driving up to his day in town, he saw three uniformed police officers crossing the bridge, snapped, aimed at them, ran them down, realised this was the end so then took out dozens more, crashed his car unintentionally (why not drive through the gates if that was his intention?), used his silly weapons and went to meet his maker.

I'm sure he had nothing to do with Isis ("great idea Bro; take a couple of knives with you"), planned nothing, had no previous intentions.
